Rayland is a village in Jefferson County, Ohio, United States, along the Ohio River. The population was 434 at the 2000 census. It is part of the Weirton–Steubenville, WV-OH Metropolitan Statistical Area.

According to the United States Census Bureau, the village has a total area of 0.4 square miles (1.0 km2), all of it land.
As of the census[2] of 2000, there were 434 people, 175 households, and 134 families residing in the village. The population density was 998.9 people per square mile (389.7/km²). There were 198 housing units at an average density of 455.7 per square mile (177.8/km²). The racial makeup of the village was 98.39% White, 0.69% African American, 0.23% Asian, 0.23% from other races, and 0.46% from two or more races. Hispanic or Latino of any race were 0.23% of the population.
There were 175 households out of which 26.9% had children under the age of 18 living with them, 57.1% were married couples living together, 14.3% had a female householder with no husband present, and 23.4% were non-families. 20.6% of all households were made up of individuals and 13.7% had someone living alone who was 65 years of age or older. The average household size was 2.48 and the average family size was 2.84.
In the village the population was spread out with 22.1% under the age of 18, 7.8% from 18 to 24, 23.3% from 25 to 44, 23.0% from 45 to 64, and 23.7% who were 65 years of age or older. The median age was 43 years. For every 100 females there were 80.8 males. For every 100 females age 18 and over, there were 87.8 males.
